Execution:

The user may declare war on anyone that you are not currently allied with. The way that a user would do so is explained below:

First, as a user you'll want to select a nation that you wish to attack:

Since there is only one other nation in the world (and you aren't allies), we can safely assume that you want to attack this one.

Tap on the 'Diplomacy' button, then tap on the 'Declare War' button:

Then tap on the 'Military' tab:

Tap the right arrow at the bottom of the 'Military' page twice:

Input the number of forces that you wish to deploy to battle:

Tap the 'Attack' button (this will yield the 'Battle Results' screen):

Deploying and attacking over and over again will lead you to victory, but be careful, some enemies have serious fighting capabilities...

Misc Info:

For now, it's easier to deal significant damage to your opponent by launching smaller squad (or guerrilla tactics) type attacks when deploying land troops.

Bombing campaigns are more effective (and more likely to be successful) if the enemy has no jets.

Training your military will make them significantly more effective in battle.

Land Training: This form of training will improve your infantry/troops in battle.

Sea Training: This form of training will make your navy more effective in battle.

Air Training: This form of training will make your air forces more effective in battle.

Tech Training: This form of training will make your ballistic and nuclear missiles more effective in battle.
